This visualizer is an unofficial public resource built to make environmental records around Kutztown easier to explore.

What the Categories Mean

• Air emissions refers to point-source air emission records from Pennsylvania environmental data. These records can include facilities, sub-facilities, emission points, or related regulated sites.
• Water discharge refers to water resource discharge locations, such as permitted or recorded discharge points associated with environmental regulation.
• Water interconnections refers to water resource infrastructure records involving interconnections between systems or facilities.
• EPA ECHO refers to facility records from the U.S. Environmental Protection Agency’s Enforcement and Compliance History Online database. ECHO records can include inspection counts, formal action counts, compliance indicators, and facility-level regulatory history.
• Compliance / enforcement history is grouped into plain-language categories.
  • “Yes — no noted compliance history” means the record does not show a flagged compliance issue in the standardized dataset.
  • “No — some history of noncompliance” means the record has some history such as quarters with noncompliance or formal actions, but not necessarily a serious current violation.
  • “Serious noncompliance flag” is reserved for records specifically marked with a serious noncompliance indicator.
  • “Unknown / not reported” means the relevant compliance data was blank or unavailable in the source records.

Kutztown Is an Environmental Justice Area

Kutztown Borough is located within a Pennsylvania Environmental Justice Area (EJA). An EJA is a place that meets state screening criteria related to population and income. In plain English, the state uses these areas to identify communities where environmental decisions may need extra public attention.
